A centre of excellence in the Legal function, the Regulatory Relations group functions as the single point of contact for all of Barclays’ regulators globally. Our primary objective is to achieve improved relationships with our regulators by providing a common and consistent framework for regulatory engagements internally and externally. This allows Barclays to engage in a proactive and strategic dialogue with its regulators in addition to its normal supervisory interaction.

This objective is achieved by:

· managing senior relationships with key regulators, including the Federal Reserve Bank of New York (FRBNY), New York State Department of Financial Services (NYSDFS), Securities and Exchange Commission (SEC) and Financial Industry Regulatory Authority (FINRA)

· proactive and ongoing management of regulatory requests and examinations, including coordinating, obtaining and reviewing responsive materials, monitoring for potential issues and communicating across regulatory and business teams

· developing and communicating insights on regulatory relationships internally and externally

· acting as thought leaders on regulatory and supervisory developments and their application to Barclays

· engaging with the client relationship management (CRM) technology platform known as the Barclays Regulatory Engagement System (BRES) to document regulatory interactions

Overall purpose of role:

Work within the Regulatory Relations Americas team reporting to a Director and focus on effectively delivering a programme of work for predominantly US-based regulators (FRBNY, NYSDFS, SEC, FINRA etc.) and to manage senior level relationships with those regulators. Key functions of this job also include:

· ensuring regulators have access to the people and information they require to discharge their supervisory responsibilities with respect to Barclays

· developing and communicating (oral and written) insights on Barclays’ regulatory relationships and Barclays-specific issues, in addition to broader industry-wide issues/themes

· using a client relationship management technology platform (BRES) to record and log regulatory engagements, correspondence and communications

· acting as a trusted adviser:

o to business on regulatory and supervisory developments

o to regulator on Barclays specific developments

Key Accountabilities and Skills required:

· Overseeing day-to-day regulator engagement

o Autonomous coordination and drafting of internal communications and briefs for BAU regulator meetings, attending meetings with regulators, drafting meeting notes, and updating regulators on recent developments

o Coordinating timely and successful delivery of information and notifications (both regular and ad-hoc) with relevant subject matter specialists and internal stakeholders including:

§ ensuring appropriate allocation to relevant AE

§ facilitating discussion with regulator around timelines and requested information

§ providing background and advising on regulator’s interest

§ checking timely delivery

· Facilitating strategic engagement with regulators

o Engagement with US-based regulators outside of scheduled supervisory engagement to include:

§ drafting of relevant internal communications, briefing materials and meeting notes and summaries

§ preparing management / colleagues for meetings / calls with the regulators (including reviewing and commenting on the substance and form of any related presentations / materials)

§ using the relationship management technology platform (BRES) to record key information related to the regulatory engagement

§ developing insights / key messages for written / oral communication to internal stakeholders in connection with the engagement

§ Informal visits and communications with on site and examination teams to manage relationships better, solicit regulator feedback, and to contextualize Barclays’ strategy

· Providing strategic advice on supervisory topics and engagement with regulators

o Develop relationships with key personnel in core businesses within Barclays in order to share knowledge and identify regulatory themes and to ensure consistency of messaging in briefings, presentations at internal governance committees and regulatory forums

o Drafting and preparation of reports and information on regulatory matters for relevant governance and senior-level management as well as Regulatory Relations updates and communications

o Advise and assist with:

§ responses to positions taken by regulators (e.g. letters)

§ regulator view of specific transactions or business opportunities

§ impact of changes to regulator or regulator personnel

§ status of commitments to regulators

Your Skills and Qualifications will include:

· Basic Qualifications

o BA/BS Degree

o 6- 8 years working in the financial services industry

· Preferred Qualifications

o Exposure to blue chip financial services organization

o Thorough knowledge of Barclays and how to get things done within Barclays to ensure the right level of support is provided and also researching information and resolving queries

o An interest in and awareness of politics and finance more generally

o Significant experience of dealing with regulators

o Strong financial services knowledge and experience with an emphasis on investment banking

o High level PC skills (Microsoft Word/PowerPoint/Outlook, Internet & Intranet). In particular, high proficiency of using Microsoft Excel

o Excellent communication skills – spoken and written

o High degree of social skills when dealing with a range of people and situations

o Self-start/proactive

o Ability to work at high pace while still maintaining accuracy

o Ability to multi-task, turnaround requests quickly and generally get things done

o Excellent time-keeping and personal presentation
